I'm sure I already know the answer - will those who are in default of
student loans, already having their tax returns intercepted, going to
receive a rebate check or will it go towards payment the same as tax
refunds?

yeah. They're going to be subjected to off-sets. So you'll lose
it.....well.....it'll be used to pay your debt.
